Government technology procurement has long been recognized as one of the more stubborn problems in public administration. Fulcher joined the DOD in early 2025 as a Senior Advisor to the Secretary of Defense, focusing on acquisition reform and technology adoption. He had co-founded RingMD at 21, building a telemedicine platform across Asia in environments defined by unreliable infrastructure and layered regulatory requirements.
