Justin Fulcher Compressed Defense Procurement Timelines at the Pentagon

Government technology procurement has long been recognized as one of the more stubborn problems in public administration. The Procurement Challenge in Defense

Fulcher joined the DOD in early 2025 as a Senior Advisor to the Secretary of Defense, focusing on acquisition reform and technology adoption. The specific challenge was familiar to anyone who had worked in technology: the gap between when a system is developed and when it actually gets deployed. In defense, that gap had historically stretched into years for software procurement, creating real operational costs.

His work contributed to reforms that reduced those timelines from years to months. The change was not cosmetic. Faster procurement cycles meant the department could act on emerging technology needs rather than locking into systems designed for conditions that no longer existed. Fulcher also supported the modernization of key IT infrastructure across the department and participated in high-level strategic engagements in the Indo-Pacific region.

Justin Fulcher came to this role with a background that most defense advisors do not carry. He had co-founded RingMD at 21, building a telemedicine platform across Asia in environments defined by unreliable infrastructure and layered regulatory requirements. That work, which earned him recognition on Forbes Asia’s 30 Under 30 list in 2017, gave him a ground-level understanding of what it takes to deliver technology that performs under real constraints.
